In Memphis, Tennessee, Pervis Payne, who has spent more than 30 years living on death row, will not be facing execution.
He will now serve two consecutive life sentences after being convicted of killing a young mother and her daughter in 1987, a crime he maintains he didnโt do. Payne suffers from a severe intellectual disability, rendering his execution unconstitutional under Tennessee law.
