In Pennsylvania, Philadelphia becomes the first major city to ban police officers from pulling over drivers for low-level violations – like broken tail lights.
The Driving Equality Bill passed by the Philadelphia City Council will stop officers from using traffic stops as a precursor to search vehicles.
In 2019, Black people made up 43-percent of the city’s population, and 72-percent of vehicle code violation stops. Less than one percent of those stops resulted in illegal weapons or drug seizures.
